Meet Judge Scott Norrick 

My Story: Why I Serve

Serving as your Circuit Court Judge is one of the greatest honors of my life. Every day, I am reminded that most people who enter a courtroom are facing one of the most difficult moments of their lives. I believe every person who comes before the court deserves to be treated with dignity, respect, compassion, and fairness, and that commitment guides me every day I serve on the bench.

 

Born and raised in Madison County, I have deep roots in the community I am proud to call home. My wife, Jodi, and I have been married for 34 years, and we are blessed with five adult children and nine grandchildren, all of whom live here. My commitment to public service has always been driven by a desire to help create a safe, strong community where families can thrive for generations to come.

 

I often say, "If you change a person, you change generations." That belief is at the heart of my approach to justice. The decisions made in a courtroom can affect not only an individual, but also their children, their family, and their future. It is a responsibility I take very seriously.

 

My desire to serve others began at a young age. As a child, I dreamed of becoming a police officer because I wanted to help protect people. Over time, that passion evolved into a calling to serve through the justice system. A pivotal moment came in 1978 when the roof of the Rivera Theatre collapsed while I was inside with my parents. All three of us were injured, and my mother spent nearly a year recovering in the hospital. Through that experience, I saw firsthand how the legal system can impact the lives of ordinary families during some of their most difficult moments. It was the first time I understood that the courts could help people find fairness, accountability, and a path forward.

 

That experience planted the seed for a lifelong commitment to serving others. Today, I remain active in community service, volunteer projects, and Rotary, while striving to put my faith and values into action through service to others. As I seek reelection, my motivation remains the same as it has always been: to serve the people of Madison County with fairness, integrity, and respect while ensuring that every person who enters my courtroom is heard, treated fairly, and given equal justice under the law.

Justice - Fair Treatment

Justice should be accessible to everyone. Every person deserves to be treated fairly, respectfully, and with dignity, regardless of their circumstances. Equal treatment under the law and confidence in the integrity of the judicial system are fundamental principles that guide service to the people of Madison County.

Transparency - Open Communication 

Justice should be open, clear, and accountable. When decisions are made, the reasoning behind them should be explained so those involved understand both the outcome and the process. Providing that understanding helps promote trust, accountability, and an opportunity to learn and move forward.

Efficiency - Consistent Improvement

Justice delayed is justice denied. When this court was assumed, long-standing delays and a significant case backlog had created challenges that impacted efficiency and increased the risk of errors. Through staff training, improved processes, and a commitment to accountability, those challenges have been addressed and the backlog has been eliminated. Today, Circuit 5 operates among the most efficient courts in Indiana, providing timely, accurate, and effective service so individuals and families can move through the court system without unnecessary delay.

Community & Family Focus - Love Your Neighbor

Madison County is home. It is where life is lived, families are raised, and community is built. Every person who comes before the court deserves to be treated with the same dignity, respect, and fairness that would be expected for a member of one's own family. Those local values continue to guide every decision and every interaction in the courtroom.

Ethical conduct and impartiality are at the heart of public service. Every person who enters the courtroom deserves a fair hearing, an unbiased decision, and confidence that justice is being administered with integrity. Upholding these principles remains a responsibility taken seriously every day.
